端午節連假首日，宜蘭湧入大量車潮，市區停車位一席難求，在宜蘭市區的中山路路邊停車格，設計與大小規格是一格只能停一輛車，但今天卻出現兩輛汽車竟能擠得進去同一個停車格，還停好停滿，兩輛汽車都停到停車格的格線內。兩輛汽車竟能擠得進去同一個停車格，一格當2格用，大大省空間。圖／讀者提供 分享 facebook 「啊，擠得進去喔？未免太厲害了！」路人發現，因兩輛汽車都是小型車，前後緊緊相貼，才能兩車停一格，驚奇外，也大為讚賞：「一格當兩格用，大大省去停車空間，效益加倍，應該給車主鼓鼓掌！」. } }); } 這種合法停車格裡的停車方式，在宜蘭前所未見，經營路邊停車的宜蘭縣政府今天表示，一般路邊停車格畫設規格是長度5到6公尺、寬2.5公尺，僅供一車停放，只聽過一車同時占停兩個停車格，沒見過兩輛汽車可以同時停得進同一格又沒什麼超線的。而兩輛汽車共停一個停車格，停車收費是以一車一格為計算單位，兩車停一格，到底是要收一輛車的停車費？還是收2輛車的停車費？對此，宜蘭縣政府指出，依「道路交通安全規則」第 112 條規定，一個小型車停車格位得停放1輛以上的大型重型機車，在停車場內或路邊購買准停車處所停車時，應依規定停暢銷產品過年送禮推薦放，不得紊亂，停車時間、位置、方式及車種，應依規定，因此，同一車格不能同時停1輛以上的汽車，一定有一輛是違規的。「若依規定的話，一輛車要收費，另一輛車要開罰！」縣政府表示，兩輛汽車共停一個停車格，即使都能停到停車格內，還是要依先來後到，先到的是合法停車，收取停車費，後到的汽車是未依規定停車，屬於違規停車，依道路交通管理處罰條例第 56 條規定，可處新台幣600元以上、1200元以下罰鍰。不過，縣政府表示，這2輛車緊緊相貼，車主或開車的駕駛可能是彼此熟悉，才會這樣停，因一般是停好後，停車收費員才到場開單，無從辨別那購買新上市輛車是先來、那輛車是後到？收費員也從來沒有遇過這種情況，且兩輛汽車都停好在合法的收費停車格內，因此兩車都開收費單。縣政府表示，除非修法，允許同一停車格也可以停放1輛以上的汽車，否則這種停車方式在現行法規裡是違規的，也不鼓勵駕駛這樣做。端午節連假首日，宜蘭市區停車位一席難求，卻出現兩輛汽車竟能擠得進去同一個停車格，還停好停滿。圖／讀者提供 分享 facebook 兩輛汽春季最新款車竟能擠得進去同一個停車格，一格當2格用，大大省空間，路人讚賞，縣府卻不鼓勵。圖／讀者提供 分享 facebook 端午節連假首日，宜蘭市區停車位一席難求，卻出現兩輛汽車竟能擠得進去同一個停車格，還停好停滿。圖／讀者提供 分享 facebook
當一日調度員 台電電網展示場揭幕
【記者謝錦慧台北報導】電網如何更「聰明」?來台電智慧電網展示場一探究竟!為了展現未來再生能源極大化的電網願景，台電在台電大樓一樓大廳規劃「智慧電網展示場」，透過多樣化互動模型裝置、擴增實境(AR)技術及動畫影片，以深入淺出的方式來介紹智慧電網運作方式。台電表示，智慧電網主要是利用「創能」、「儲能」、「節能」，並整合資通信基礎建設，讓電力運用更靈活又穩定，並創造永續發展的低碳環境。
台電5日舉行「智慧電網展示場」揭幕儀式，由台電董事長楊偉甫主持。台電指出，「創能」方面，除了發展綠能，也將利用人工智慧與大數據，強化再生能源發電量的預測能力，並分析用電需求，來規劃調度發電機組的排程，以因應再生能源併網，達到電力供需平衡。此外，為充分運用再生能源、提高整體電能的利用率，台電也配合建置儲能設備，另也推廣用戶節電、逐步建置智慧電表，讓用戶掌握家中用電情形輕鬆自主節能。
台電說，在「智慧調度」展區，民眾可以利用觸控螢幕點選主題動畫，了解再生能源併網後，每日24小時用電大小變化的曲線，即「鴨子曲線」，與電力調度因應對策、電力調度即時資訊、再生能源推估及預測等相關資訊。展區更建置電力調度模型，民眾可利用AR扮演調度中心培訓員，體驗電力調度員的一天。
台電正推動低壓智慧電表裝置，「智慧用戶」展區就展出了智慧電表及家庭能源管理系統(HEMS)，民眾可了解什麼是智慧電表，並可藉此透過居家顯示器(IHD)查看家庭即時用電資訊，認識如何搭配智慧家電，如智慧插座、溫度感測器等裝置、以手機APP連結智慧裝置遠端遙控電燈、冷氣、除濕機等家電，自主省電節能；此外更可體驗智慧門鎖、智慧窗簾及智慧血壓計的家庭自動化功能。
民眾也可以到「智慧配電」展區，透過互動模型，認識快速復電的過程，當發生停電，饋線自動化系統會採取「故障偵測」，可立即蒐集現場設備訊息，自動判斷事故發生區域，找出事故區段，並由系統遙控切開故障點前後開關，隔離故障區域，等事故搶修完畢，再遙控恢復該饋線的全部供電，如此可加速區域復電時間，縮小受災範圍，並降低人力及工安風險。
台電指出，智慧電網展示場共有6大展區，包含「發展願景」、「智慧調度」、「友善創能」、「智慧配電」、「自給發電」及「智慧用戶」等，自即日起對外開放(週一至週六，9時至18時)，並有預約導覽服務，歡迎民眾一同來體驗綠能、科技與智慧的電力網絡。2018/12/5
核一1號機執照到期 台電盼啟用室外乾貯
【記者謝錦慧台北報導】核一廠1號機運轉40年後，執照在5日到期。不過，一期室外乾貯設施水保證明仍卡關，台電表示，正在進行訴願程序，希望新北市政府支持，儘早啟用一期乾貯設施，以利後續的除役作業順利進行。
核一廠伴台灣歷經能源危機、經濟起飛年代，1號機與2號機裝置容量皆為63.6萬瓩，分別於民國67年12月與68年7月商轉，1號機運轉執照在5日到期，成為台灣第一座除役的核電機組；2號機則將於明年7月15日屆期。
40年來，核一廠1號機累積發電量約1625億度，2號機累積發電量約1754億度，兩部機組累積發電量共達約3380億度。
台電5日發布新聞稿說，待環保署審查通過環評，並取得原能會除役許可後，台電就可正式展開除役作業。除役計畫將以25年分4個階段進行。前8年為停機過渡階段，接下來12年為除役拆廠階段，再後3年為最終狀態偵測階段，最後還需2年土地復原階段。
台電指出，依據國際核電廠除役程序，核電廠需將反應爐心的用過核子燃料退出至乾貯設施，才能實質進行除役工作。
台電強調，第一期室外乾貯設施尚未獲得新北市政府核發「水土保持完工證明」，台電正在進行訴願程序，希望新北市政府支持，儘早啟用第一期乾貯設施，讓反應爐內的用過核燃料退出爐心，以利後續的除役作業順利進行。未來2期室內乾貯設施完成後，再將第一期護箱一併遷移至2期室內乾貯設施置放。
台電表示，目前核一廠用過燃料分別放在爐心與用過燃料池中，不論放在爐心、乾式貯存或是用過燃料池都是相當安全的。但若能放置在乾式貯存桶內，就不需要電力或是冷卻水維持冷卻，靠自然通風即可，相對更為安全，也可順利進行除役作業。
台電進一步說，核一廠已備妥完善的除役作業計畫，現階段用過核燃料無法退出反應爐的狀況下，核一廠仍以妥善維護重要設備，確保反應爐爐心安全為優先，並進行其他可以先執行的除役準備作業，如除役電廠程序書轉換工作、建立設備切割和除污等技術。2018/12/5
